Project Overview: In 2002 the City of St. Paul retained Brauer & Associates to engage the public and City staff in a broad-based assessment of the Recreation Services Section of the Saint Paul Parks and Recreation. The system study plan was completed in 2003.

Key Plan Highlights include: Reorganizing Saint Paul Parks and Recreation to be more effective, efficient, and accountable Improving internal planning capabilities to ensure services, programs, and facilities are in alignment with needs and desired community benefits Instituting stronger management practices and performance measurement standards to be more accountable for how fiscal, human, and physical resources are used Shifting service delivery from a director-based system to a service-based system. This will allow much greater flexibility to direct human resources where they best meet community needs at any point in time Maintaining the integrity of the current recreation center system in a sustainable manner Providing an improvement in service to citizens.
